The problem with not having a track stems from the raw cost of just "having" a track.  The land by itself in question is upwards of $400 a month in rent, plus the equipment to build AND maintain the track, plus you need facilities like power, water, porta potties, this all adds up to what most of us have found to be a total of around $1200 per month to have a local track.  If there was more people in the sport as there used to be it is fathomable, but many have dropped out due to not everyone being on board with all scales.
