IMHO, I believe it's a problem of public perception, people in general don't want 'cameras' everywhere, in all walks of their lives! Currently, 'drones' per say has had allot of PRESS of late and especially 'DRONE' use in the War-zones. For GOOD or BAD private use or hobby use in public areas plus the 'FEAR' they will be used in the more private areas of our lives has people worried! I think we as the hobby users of 'Aerial Photography' are simply victims of a common perception and being out VOTED on ALL fronts ... I say this as it's not only an issue in the U.S but a concern over the whole planet ... [acronym=EYE See!
