I have seen this in a number of variations, and I do like it, a lot actually. The use I would see is something like those news vans with the camera towers on them. But a camera aircraft flown straight up and locked into a steady hover, being fed power and hovering forever basically.

I agree, It would be a handy option to have a tether for things like say a event shoot where you need that elevate perspective (say 50- 70 feet) but you don't need a large range. Need to be able to pack at least a gimbaled gopro. Hmm heres a guy that setup a tether.
I guess another thing to conciser, is that I think the FAA views tethered craft like balloons, in a different category as if I recall correctly.
The tether can be in proportion to the aircraft, which is cool, I would like to see a big 1500mm main blade heli that could lift one of those giant movie cameras that could zoom to the beaches of Japan.
In the video he did 60v up, then 12v converted, which is what you would need to do, but I think if you did a few thousand volts AC then converted to DC up top you could run a very small very long wire, maybe a few thousand feet?
